The essence of this petition is a request that the petitioners should not be bound to comply with the Rutherford Alcock Regulations. Those Regulations are virtually a dead letter & I am disposed to doubt whether they ever have been complied with.
I think we should do as little as possible on their behalf. The weakness of their case is summed up in the marked passage of the newspaper extract enclosed herewith.
